Phoenix Court Apartments is a maintenance-free housing development specially designed for seniors (62+). Newly constructed in 2017, the development is located in the unincorporated village of Atlas, Mount Carmel Township. The apartments offer a modern living environment in a safe, pleasant surrounding. Phoenix Court is located within minutes of shopping, schools, and healthcare facilities. There are 5 one-bedroom units, all of which are ADA visitable and one of which is fully ADA accessible.

Funding for the construction of Phoenix Court was provided in part by :

  • Federal Home Loan Bank of Pittsburgh – Affordable Housing Program – FNB Bank N.A. local sponsor.
  • Northumberland County Act 137 Affordable Housing Trust Fund, Behavioral Health Reinvestment Fund, and Community Development Block Grant funds.

Phoenix Court was honored with the PAHRA Bellamy Award in September 2017. This worthy project was recently selected by the Mid-Atlantic Regional Council (MARC) NAHRO to be considered at the national level for a NAHRO Award of Merit.

  • Designed for seniors (62+)
  • Income: Your annual gross household income must not exceed the low-income limits set by the U.S. Department of Housing and Urban Development (HUD) for your family size and location.
  • Family Status: You must meet the PHA’s definition of a family, which can include a single person, a couple, a family with children, or a group of two or more elderly or disabled individuals living together.
  • Citizenship or Immigration Status: You or another family member must be a U.S. citizen or have an eligible immigration status.
  • Background Check: The PHA will conduct a credit report and criminal background check for all adults in the household. Certain criminal activities, such as drug-related offenses and violent criminal activity, can lead to denial.
  • Landlord References – Past rental history and debts owed to previous landlords can result in ineligibility.
  • Lifetime Sex Offender Registration: If you are subject to the Lifetime Sex Offender Registry, you will be denied for Public Housing.

  • Rent is based on adjusted income in accordance with program guidelines.
