Freedom Court is a small, thoughtfully designed senior housing community located in the heart of Mount Carmel Borough in Northumberland County. Developed on a formerly vacant half-acre lot that once served as a World War II-era community garden, the project reflects strong local investment and community collaboration. Built during 2019–2020 with support from local, state, and housing partners, the complex was specifically designed to meet the needs of seniors, particularly military veterans.

  • Each apartment at Freedom Court is a one-bedroom, garden-style unit offering approximately 700 square feet of living space.
  • All units feature zero-step entrances and accessible layouts to support mobility and independent living for seniors.

  • Freedom Court serves low-income senior residents, with a preference given to military veterans.
  • Eligibility is based on age, income guidelines, and veteran status where applicable.
  • Income: Your annual gross household income must not exceed the low-income limits set by the U.S. Department of Housing and Urban Development (HUD) for your family size and location.
  • Family Status: You must meet the PHA’s definition of a family, which can include a single person, a couple, a family with children, or a group of two or more elderly or disabled individuals living together.
  • Citizenship or Immigration Status: You or another family member must be a U.S. citizen or have an eligible immigration status.
  • Background Check: The PHA will conduct a credit report and criminal background check for all adults in the household. Certain criminal activities, such as drug-related offenses and violent criminal activity, can lead to denial.
  • Landlord References – Past rental history and debts owed to previous landlords can result in ineligibility.
  • Lifetime Sex Offender Registration: If you are subject to the Lifetime Sex Offender Registry, you will be denied for Public Housing.

  • Rent is based on affordable housing guidelines and is calculated according to the resident’s income to ensure housing remains financially accessible.
